Qualifications of the Corizon Health Senior Vice President of Behavioral Health

  • Doctoral degree (Ph.D./PsyD) in clinical or counseling psychology Required.
  • Degree in business and/or MBA/MHA preferred.
  • Five years prior corrections experience or work with a criminal justice involved population is required.
  • A minimum of ten (10) years clinical practice, with a minimum of five (5) years as a senior level manager required.
  • Five years' experience in community systems of behavioral healthcare
  • Experience developing and/or growing behavioral health services in a complex/matrix organization is strongly preferred.
  • Significant prior achievement with successful financial, operational and programmatic outcomes.
  • Demonstrated experience in systems improvement, and the delivery of high-quality customer service with positive patient outcomes.
  • Demonstrated leadership role, and achievement in a complex healthcare delivery system(s).
  • Ability to participate with national leaders in business strategy development, and translate business strategy into action, program development, implementation and organization expansion.
  • Proven experience with professional writing and peer-reviewed publication, presentation to national audiences on various topics in behavioral health and reentry area.
  • Experience with national and state lobbyist efforts with regard to behavioral health and reentry endeavors.
  • Demonstrated experience representing an organization to external audiences, customers, clients, or government agencies.
  • Experience in supervising, selection, training, and motivating clinical staff.

Job Description

This Clinical Behavioral Health leader will report to the Chief Psychiatry Officer. This position will be responsible for providing oversight for aspects of Corizon Health's comprehensive behavioral health initiatives and strategies for the company at the national level in collaboration with Business Development and Operations. In conjunction with the Chief Psychiatry Officer, participates in developing the behavioral health service line within Corizon Health to partner with community and state offerings for Behavioral Health Services. Through collaboration within a matrixed enterprise, this position has the authority, responsibility, and accountability to oversee the delivery and effective administration of Behavioral Health protocols/programs excluding psychiatric services and including substance use, reentry services, and sex offender treatment programs. This position includes oversight, clinical authority, and supervision of Ph.D./Psy.D. level psychologists, masters-level clinicians, and other unlicensed mental health staff to enhance the clinical effectiveness of our behavioral health services. This role collaborates with Compliance and Quality leadership to ensure accreditation and regulatory requirements are upheld and establishes enterprise-wide evidence-based protocols in accordance with American Correctional Association (ACA)/ National Commission on Correctional Health Care (NCCHC) standards, contract specific requirements, national professional organizations, and applicable Federal, State and Local regulations.

Responsibilities of the Corizon Health Senior Vice President of Behavioral Health

  • Report to, partner, and collaborate with the Chief Psychiatry Officer as it relates to the clinical aspects of Behavioral Health protocols, programs and patient care.
  • Cascade, translate, and reinforce the company's strategic priorities, targets, and objectives across the Behavioral Health management team. Align Behavioral Health management roles and responsibilities with the company's mission, vision, and values.
  • Direct development, review, and implementation of company Behavioral Health policies, procedures, and protocols for all contracts in coordination with State and Community Leaders under the direction of the CPO.
  • Collaborate with contract leadership to take action on targeted priority objectives, and assign healthcare support resources that are needed to achieve desired results. Use acquired knowledge of company business drivers, partner expectations, the patient population, clinical needs, operations, corporate capabilities, and cost structure to influence strategies. Manage measurement processes through leveraging business intelligence capabilities related to strategic priorities. Develop national and contract specific strategic plans in collaboration Chief Psychiatric Officer, Regional Behavioral Health Leaders as well as operational leadership
  • Understand, compare, and contrast the strengths and weaknesses of the company and high ranking competitors' Behavioral Health existing contracts, bid structures, products, services and key staff. Leverage this knowledge and information to identify and implement improvement opportunities from a Business Development perspective for Behavioral Health strategic advancements (including any corporate restructuring, RFP responses or contract specific staffing).
  • Partner with other company leaders to develop, implement, and monitor system-wide clinical quality safety improvement initiatives for behavioral health program delivery. Work collaboratively with all disciplines to maintain quality patient care and meet company contractual obligations, professional standards, and accreditation requirements.
  • Manage clinical performance objectives of Regional Behavioral Health Directors and collaborate with operational leadership on budget formation and overall function of our Behavioral Health services.
  • Coach and teach Behavioral Health regional leaders, including the established Behavioral Health Leadership Council, on clinical performance requirements and goals.
  • Provide onboarding, mentoring, coaching, and when necessary disciplinary action to direct reports in order to build and strengthen Behavioral Health management effectiveness and clinical outcomes.
  • Develop, maintain, implement, and actively participate in the Web of Influence, and related activities for Behavioral Health contracts and services. Work with Business Development to identify critical government relations needs related to Behavioral Health.
  • Participate in and direct team members to participate in the Request for Proposal (RFP) process.
  • Represent Corizon Health within the national arena on the professional front with professional audiences as presenter, speaker, writer, Subject Matter Expert in various Behavioral Health topics of current interest to the field of correctional health/criminal justice.
  • Serve as member of significant, ranking committees, delegate assembly, boards or national professional organizations including but not limited to ACA and NCCHC to ensure that Corizon Health is well represented and recognized as contributor to the field of Behavioral Health within Corrections and Criminal Justice.
  • Initiate grant-writing and grant search opportunities for Corizon Health in partnership with client organization to seek out funding sources for creative alternatives in the Behavioral Health, PREA, Reentry areas for staff and program expansion opportunities for supplemental funding initiatives to expand services and provide value added initiatives to client organizations.
  • Evaluate, consider and communicate various community-based reentry models for inmates releasing from correctional settings or for criminal justice involved populations with appropriate funding sources identified in need of behavioral health services such as mental health and/or substance use treatment/addiction recovery. Develop these models for Business Development consideration at the corporate level for future new business opportunities as recidivism reduction initiatives.
